The Practical Logic and Optimization Paths of Enhancing Rural Digital Governance Capacity: A Case Study of Zhoukou City, Henan Province

Abstract: Rural digital governance capacity serves as a critical pillar for advancing the modernization of rural governance systems and capabilities. With the in-depth implementation of the Strategic Outline for the Development of Digital Villages and the rapid proliferation of digital technologies, rural digital governance has achieved notable progress in enhancing grassroots governance efficiency, optimizing public service delivery, and promoting refined rural governance. Nevertheless, constrained by uneven infrastructure development, insufficient digital literacy among grassroots officials, imperfect data-sharing mechanisms, and low levels of villagers' participation, the enhancement of rural digital governance capacity continues to face considerable practical challenges. Drawing on a field investigation in Zhoukou City, Henan Province, this article analyzes the intrinsic logic and real-world constraints of improving rural digital governance capacity. It proposes optimization pathways from four dimensions: consolidating digital infrastructure, strengthening talent development, improving data governance mechanisms, and stimulating villagers' participatory engagement. The findings are intended to offer practical references for building rural digital governance capacity in central and western regions of China. Read More

How Does Positive Reinforcement Accountability Mitigate the Innovation-Inhibiting Effect of Negative Reinforcement Accountability?

Abstract: Accountability is a central institutional mechanism shaping whether grassroots civil servants engage in reform and innovation. Yet existing research has largely examined individual accountability types or components in isolation, leaving the configurational effects of different accountability elements underexplored. Treating accountability as an overarching institutional construct, this study distinguishes positive reinforcement accountability from negative reinforcement accountability and examines how their joint configuration shapes innovative behavioral intention. We conduct a 2 × 2 between-subjects vignette-based survey experiment with 240 respondents pre-screened for relevant grassroots public-sector work experience and test risk preference as a moderator. The results show, first, that positive reinforcement accountability significantly increases innovative behavioral intention, whereas negative reinforcement accountability exerts an overall inhibitory effect. The effect size for positive reinforcement accountability (η² = 0.467) is approximately 8.34 times that for negative reinforcement accountability (η² = 0.056). Second, the two dimensions interact significantly: high positive reinforcement accountability substantially attenuates the inhibitory effect of high negative reinforcement accountability. Third, risk preference significantly moderates this interaction. The interaction is significant among respondents with high risk preference (F = 34.96, p < 0.001) but not among those with low risk preference (F = 1.11, p > 0.05). Taken together, the findings show that the behavioral consequences of grassroots accountability depend not simply on the strength of constraints, but on how support and incentives are configured alongside monitoring and sanctions. Research on the Subjective Thought of Alienated Labor

Abstract: Since the concept of human essence in Marx's Economic and Philosophic Manuscripts of 1844 is often identified as an immature product of the young Marx's thought that has not yet broken away from Feuerbach's humanist presuppositions, the positioning of human beings within the subject of social history has been weakened, even impacting the understanding of Marx's view of history. Revisiting the textual study of the Manuscripts aims to clarify the following three points: First, when Marx analyzed the fourfold determinations of alienated labor based on labor activity, he examined the fact of private property in political economy from the perspective of the subjective initiative of workers' labor, thereby initiating a new narrative linking the worker as subject to capitalist history. Second, in the process of questioning the historical causes of alienated labor, Marx discovered that changes in capitalist socio-historical relations constitute the truth of the worker's subjective content, based on which he derived the goal of a genuine communist movement. Third, at the level of philosophical theory, Marx consciously reflected on and criticized Hegel's speculative dialectics centered on spirit as subject, absorbed its rational form, and thereby made possible the transcendence of Feuerbach and the construction of a historical dialectics. Modeling the Impact of Human Mobility on Influenza Transmission Dynamics in Urban Settings: A Data-Driven SEIR and Time-Varying transmission Analysis

Abstract: Human mobility is a key driver of infectious disease transmission, yet its role in shaping seasonal influenza dynamics remains insufficiently characterized, particularly in comparison to COVID-19. This study aims to quantify the association between mobility patterns and influenza transmissibility and to evaluate the potential impact of targeted mobility interventions. We conducted a state-level analysis in the United States by integrating mobility data from Google and Apple reports (February 2020 to January 2022) with weekly influenza-like illness data. The time-varying effective reproduction number (Rt) was estimated using a standard epidemiological framework. Cross-correlation analysis was applied to identify lag structures between mobility indicators and RtR_tRt, followed by linear mixed-effects modeling to quantify associations while accounting for spatial heterogeneity. Model performance was evaluated using the Akaike Information Criterion. Regression-derived coefficients were subsequently incorporated into a Susceptible–Exposed–Infectious–Recovered (SEIR) model to simulate intervention scenarios. Influenza transmissibility exhibited clear seasonal variation, with Rt exceeding 1.0 during early-season growth and declining below this threshold in later months. Mobility changes were found to precede fluctuations in Rt by 3 to 6 weeks, with lag patterns varying by activity type. Residential activity and walking were associated with reduced transmission, whereas park visits and grocery-related mobility were identified as significant drivers of increased Rt. The best-performing model achieved the lowest information criteria values and explained a substantial proportion of variability in transmission dynamics. Simulation results indicated that targeted reductions in high-impact mobility activities, particularly park-related mobility, could substantially suppress epidemic growth. Combined moderate interventions across multiple mobility types also demonstrated … Read More

An Analysis of Operational Strategies for the Honour of Kings KPL from the Perspective of the Fan Economy

Abstract: With the rapid development of the mobile esports industry, the fan economy has become a core driver of esports IP value growth. As a flagship mobile esports tournament in China, the Honour of Kings KPL, despite possessing a vast fan base, faces operational challenges including insufficient fan stickiness, shallow commercial monetisation, and community engagement fatigue. Based on 100 valid questionnaires collected from actual respondents, this study adopts the fan economy as its core theoretical perspective. Employing descriptive statistics, t-tests, ANOVA, correlation, and regression analyses, it systematically examines the KPL's current operations across the dimensions of content production, community management, and commercial monetisation, while validating the theoretical model of "emotional connection → behavioural transformation → value co-creation". The findings reveal that KPL fans are predominantly female and students, with strong emotional identification but relatively low commercial satisfaction, reflecting a "high emotion, low conversion" dilemma. Emotional identification showed significant positive correlations with both consumption and dissemination behaviours. Fan seniority and viewing frequency positively influenced emotional identification and consumption. Female fans outperformed male fans on emotional connection, consumption, and co-creation intention. Based on these results, the study proposes actionable optimisation strategies, offering practical guidance for the KPL and similar mobile esports tournaments. Read More

Analysis of the Construction of Artificial Intelligence Trust and the Practice of AI Governance under the Background of Digital Transformation

Abstract: The rapid diffusion of artificial intelligence in many domains has transformed the problem of trust from the psychological acceptance of technology by the individual to an institutional difficulty throughout the process of technological socialisation. This study covers the progress of China's AI governance policies from top-level design to systematic regulation, concentrating on the governance transformation represented by the "Artificial Intelligence Security Governance Framework" 2.0 version and the modification of the "Cybersecurity Law". The analysis shows that the trust challenge is mostly caused by three kinds of contradictions, including the poor explainability of technology, the possible concerns of data privacy security, and disagreement on the fairness of algorithms. One of the primary trends in governance practice today is the movement from static management of risk classification to dynamic reactions to evolving risks, with security considerations gradually established in the technology lifecycle. The fundamental principle of this transformation is to respond to the uncertainty of technological innovation with institutional flexibility. This study claims that to establish confidence in artificial intelligence we need to concentrate on institutional credibility and technical reliability, and the key is balancing innovation incentives and risk prevention. Reconstructing Women’s Subjective Freedom: A Perspective on The Origin of the Family, Private Property and the State

Abstract: In The Origin of the Family, Private Property and the State, Engels systematically traces how women gradually declined from being at the core of socioeconomic development to becoming appendages of men, undergoing a process of deterioration characterized by the marginalization of economic power, restrictions on personal freedom, control over reproduction, and the alienation of sexual relations. He analyzes the roots of women’s unfree condition from four dimensions: private ownership, the gender division of labor, the legal status of the sexes, and women’s subjective consciousness. To enhance women’s independence and creativity in the pursuit of freedom, give full play to women’s subjective consciousness, and realize the goals of women’s liberation, gender equality, and the free and all-round development of humanity, it is necessary to develop the productive forces and eliminate private ownership, encourage women to participate in social labor and realize the socialization of domestic labor, and establish marriage relations based on love, thereby creating an equal, free, harmonious, and well-rounded social environment for women. A Study on Pathways and Strategies for Empowering High-Quality Development Through Deep Integration of Industry and Urban Development in Yibin City

Abstract: As an important regional central city in the upper reaches of the Yangtze River, Yibin has actively promoted industry-city integration in recent years under the philosophy of "developing cities to attract industries and using industries to attract people," achieving a trans formative shift from "one black, one white" to "one blue, one green." In 2024, its GDP exceeded 400 billion yuan, with emerging industries such as power batteries and crystalline silicon photovoltaic rising rapidly; the built-up area of the central urban district reached 189.7 square kilometers, with a permanent resident population of 1.788 million. However, in the transition from "rapid expansion" to "deep integration," Yibin still faces structural challenges, including mismatches in spatial organization and functional layout, shortcomings in public services and infrastructure, bottlenecks in industrial support and talent recruitment and development, constraints related to ecological conservation and green development, and obstacles to institutional mechanisms and policy coordination. Based on a systematic review of the current status and measurement analysis of industry-city integration in Yibin, this paper conducts an in-depth analysis of the above five aspects of issues and proposes corresponding pathways and strategies: building a spatial development pattern featuring clustered collaboration and work-life balance; promoting the decentralization of public services such as education and healthcare to the grassroots level; establishing an innovation value chain integrating industry, academia, research, and application, and bridging talent and industry; strengthening the green and low-carbon ecological security barrier in the upper Yangtze River; and improving a governance system that combines centralized and decentralized management with clear rights and responsibilities, with the aim of providing a reference for similar cities in empowering high-quality development through deep integration of … Read More

An In-depth Study of Time Exploitation in the Era of Digital Capitalism

Abstract: Relying on digital technologies, digital capitalism continuously deepens the exploitation of human time. It dismantles the inherent authenticity of natural time through a "digital calendar", infinitely expands the boundaries of labor time via technical means, and converts individuals’ free time into productive time for unpaid digital labor, thereby constructing an all-round system of temporal control. This new form of time exploitation exhibits distinct characteristics: the boundaryless expansion of exploitation fields, the covert nature of exploitative methods, and the alienation of subjective cognition. To alleviate the problem of time exploitation under digital capitalism, efforts should be made from three dimensions: clarifying the ownership of data property rights, adhering to a people-centered development orientation, and establishing a new concept of wealth centered on free time. This not only represents a contemporary response and innovative development of Marxist labor theory, but also carries important theoretical and practical significance for advancing the sound and orderly development of the digital economy and realizing the free and all-round development of human beings. A Comparative Study of Stele Art from a Cross-Civilizational Perspective

Abstract: As material carriers of human civilization, steles embody the artistic aesthetics of particular cultures while also recording the historical and social conditions of specific periods. The Completion Record of the Shanhe Weir is a Southern Song cliff inscription that documents the repair and completion of a hydraulic engineering project. It possesses both calligraphic value and significance as a historical source for the study of water conservancy. The Rosetta Stone, a relic of Hellenistic Egypt, constructs a narrative of royal authority through a trilingual inscription and became key evidence for deciphering ancient Egyptian civilization. From a cross-civilizational perspective, this paper compares the historical backgrounds, artistic features, cultural functions, and modes of preservation and utilization of the two monuments. It explores the transhistorical and transcultural value of stele art in recording civilization and transmitting culture, thereby offering new perspectives for contemporary cross-cultural art studies and heritage preservation. Research on Quality and Safety Strategies of Cosmetics under Platform Supervision Mechanism

Abstract: Since the reform and opening up, China’s sustained economic development, coupled with the rise of new consumption patterns such as e-commerce shopping, live-streaming marketing and overseas purchasing agents, has fueled the continuous prosperity of the cosmetics industry. As daily consumer goods, cosmetics quality is directly related to people’s life and health. Incidents involving substandard cosmetics not only damage corporate reputation and interests but also endanger consumers’ health and lives, further triggering public distrust and questioning of the entire cosmetics industry and regulatory authorities. While the booming cosmetics industry provides people with numerous benefits and conveniences, it also poses many new challenges to regulators. From the perspective of cosmetics quality and safety supervision, and considering information asymmetry and bounded rationality, this paper constructs a tripartite evolutionary game model among cosmetics manufacturers, beauty reviewers, and platform regulators, and analyzes the mutual influence mechanism of strategy choices among different stakeholders and the evolutionary trend of each participant’s strategic decisions.
