Abstract

Against the backdrop of global climate anomalies and frequent extreme disasters, government-enterprise joint reserves have become the core approach to strengthening China's emergency material supply system. Under the "comprehensive security and emergency response" governance framework, multiple models-including government physical reserves, corporate contractual storage agreements, and capacity-based flexible reserves-are implemented concurrently. However, during major disasters, collaborative reserve mechanisms often face practical challenges such as supply misalignment, insufficient corporate participation, and unclear delineation of responsibilities. Drawing on multi-stakeholder game theory and principal-agent theory, and analyzing typical major disaster cases like floods and heavy rainfall, this paper systematically examines the operational challenges of government-enterprise joint reserves across five dimensions: interest alignment, information communication, incentive mechanisms, management systems, and emergency coordination. It analyzes the underlying causes of these difficulties and provides theoretical foundations and practical guidance for designing sustainable incentive mechanisms and optimizing collaborative reserve strategies.
